At the beginning I also had the labeling online offline, unfortunately that's not quite true. I wrote it like this: Active, Busy and Not in chat. It counts down the time after the last time something was written or if you logged in without something to write.

Currently the banners here on this board are set up like this:
- circle 600 seconds (10 minutes)
- circle 1200 seconds (20 minutes)
- circle 1800 seconds (30 minutes)
- circle 0 seconds (∞)

What do you mean, it does not look good? Can you post a screenshot, or better yet, a link to your board where I can see this? Did it start happening only after you updated to phpBB 3.2.3?
